Drought eases in U.S. Midwest, worsens in northern Plains

(Reuters) - The worst U.S. drought in a half century loosened its grip on the Midwest in the past week, helped by rain and cooler temperatures, but the drought grew more dire in the northern Plains, a report from climate experts said on Thursday.

But the improved Midwest weather arrived too late for crops in major farm states such as Kansas, Iowa, Illinois and Indiana, where severe corn and soybean yield losses have already been realized.

The portion of the contiguous United States suffering from at least "severe" drought fell to 42.34 percent from 44.03 percent over the prior week, according to the Drought Monitor, a weekly synthesis representing a consensus climatologists.

The percentage of the Midwest in that category slipped to 49.96 from 51.06 the previous week, with the most notable improvement in Indiana, 64.07 percent of which was under severe drought or worse, down from 81.48 percent a week ago.

Top corn and soybean producer Iowa remained fully under severe drought or worse, but the portion of the state deemed under "extreme" drought fell to 58.30 percent from 67.54 a week earlier.

Illinois, the No. 2 corn and soy grower, was gauged to be 69.56 percent under extreme drought or worse, down from 76.72 percent last week.

Conditions also improved considerably in Michigan while marginal improvements were noted in Ohio, Missouri and Minnesota.

"After a very dry summer, some areas have been in a wetter and cooler pattern over the last several weeks," said Brian Fuchs of the National Drought Mitigation Center.

"Where the heaviest rains occurred, improvements were made, but it should be noted that many of the row crops will not benefit from these rains and pastures have had minimal improvement so far," he added.

More rain from tropical depression Isaac, which came ashore in Louisiana as a category 1 hurricane on Tuesday, was expected over the next five days in Arkansas, Missouri, Illinois and Indiana.

Key farming and ranching states Kansas, Nebraska and Oklahoma received some rain in the past week, but the majority of the central and northern Plains remained dry.

The six-state High Plains region was 79.12 percent under severe drought or worse, up from 76.96 percent a week ago.

Extreme drought or worse covered 90.14 percent of Kansas, down from 96.43 percent a week ago, while the area of the country's top winter wheat state under "exceptional" drought, the highest category, dropped to 55.18 percent from 66.93.

Nebraska, which remained fully under severe drought or worse, saw only a slight improvement in the far southeast corner of the state. Meanwhile, severe drought expanded across the Dakotas.

Before the director of Changeling spoke, these folks craned their necks, watching the section on the far right (stage right) of the stage get chained off for ... something.?

"No, I heard it's hologram Elvis!" joked another.?

But the special sequestering was for Romney, not Eastwood. The actor emerged in front of a Man With No Name silhouette drawn across a generic sun-bleached landscape, and started muttering. And kept on muttering. You've been to weddings, right, where the best man starts getting too real, and less funny than he thinks, but everyone's instinct is to root for him and try to find humor? That was what happened.

It might be a mistake to seek meaning from that speech, but Eastwood's ramble came off like a slightly bored swing voter's reasons for rejecting Obama. He was happy that Obama won, but then he realized that lots of people were unemployed. He didn't understand why Obama surged in Afghanistan, when he could have said, "let's leave today"?a position Mitt Romney does not even hold.?

I'm spinning this harder than Romney's own campaign team, who stood in that ad hoc hallway and looked increasingly fed up as Eastwood kept talking. They must have realized that an epic moment was occurring, and in the Twitter track/viral/LOL media it would overshadow Romney.

It certainly overshadowed him in this post! I thought Romney did just fine. Every delegate I talked to on the way out of the speech focused on his call-back to Barack Obama's 2008 line "this was the moment when the oceans began to roll back." It sounded pompous at the time; it sounds worse now. Delegates largely read this as a joke about Obama's pretentiousness, not as some joke at the expense of global warming or doomed floodplain denizens.

For military members, early retirement is costly

Amid the ongoing exit of U.S. troops from Afghanistan, more service members are mulling a shift to the civilian work force and asking the key financial question: What will I miss if I walk away from my military pension?

The short answer: A lot.

Unlike private-sector jobs where employees become partially vested in their company?s pension no matter how long they?ve held their positions, service members pocket no pension payments if they exit the military before logging 20 years. (If they remain in the armed forces for 20 years or more, service members receive up to 50 percent of their base salary upon retirement).


?I think that question is being asked more often now because of unknowns on both sides ? people wondering how the drawdown will affect them and, on the other side, those who are seeing a lot of instability in civilian job market,? said Kim Lankford, a writer for Kiplinger, the personal finance magazine, and author of "Kiplinger's Financial Field Manual,"?sent to military bases around the world. She also is married to a 17-year Army doctor.

According to U.S. military organizations that Lankford covers, 83 percent of service members ?don?t make it to 20 years ? which means that only 17 percent qualify for the pension,? she said. ?There?s a lot to consider when deciding whether or not to stay.?

A corporation may be able to outbid the military when it comes to an ex-soldier?s new salary. But to truly calculate that wage rate, service members need to know what their sacrificing in taking that civilian paycheck, Lankford said.

For example, during their careers, thousands of military folks are temporarily stationed in locales without a state income tax, like Florida and Texas. Even when they later are transferred to bases where state taxes are levied, service members are allowed to retain their residency in the non-tax states. That perk ends with a military retirement.

When it comes to health care, service members who retire after 20 or more years must purchase medical care coverage but they are eligible to buy the government-sponsored TriCare health insurance at a far lower cost than comparable commercial products. The rate depends on time in service and the number of dependents who also covered by the plan, said a U.S. Army spokesman.?(Disabled service members get health care through the U.S. Department of Veterans Affairs.)?

The average civilian family pays about $15,000 a year for health coverage, according to the Kaiser Family Foundation. The average individual pays about $5,500 annually. While employers generally foot 60 to 80 percent of that bill, workers pay for the rest.

?All those deductions add up,? Lankford said. Veterans who bid farewell to the military ?are often very surprised to learn that civilian jobs in higher dollar amounts than military jobs can actually leave them less take-home pay.?

One other major decision for troops considering short military careers surrounds the G.I. Bill, which now pays for a veteran?s college costs at up to $17,500 per year. That benefit can be transferred to a service member?s children if he or she spends six years in the armed forces ? and is willing to commit to another four-year stint, Lankford says.

Then there are the housing-cost breaks military members enjoy. (For those who live on base, housing is free). Service members who rent or own their own homes receive a tax-free housing allowance than can exceed $2,000 per month depending on their pay grade, their number of dependents and the city in which they live.

?If a service member is thinking about leaving,? Lankford said, ?they should be sure to include the loss of that tax-free allowance when calculating their new civilian salary.?

The VA ensures that the caregiver is well-trained to provide VA-planned care, and VA staff can help veterans locate a caregiver and assist with making arrangements. A Caregiver Self-Assessment can help the caregiver identify his or her own needs and decide how much support he or she can offer. This information can also help the veteran reach good long-term care decisions.

While living in a medical foster home, veterans receive comprehensive medical care in the homes through the VA?s Home Based Primary Care services.

Cost Paid by the Veteran

Medical foster homes are not provided or paid for by the VA. The VA estimates the cost ranges from $1,500 to $3,000 a month, depending on the resident?s income and the level of care needed. The specific cost is agreed upon ahead of time by the resident and the landlord. In comparison, monthly nursing-home fees typically cost a veteran $6,000 to $10,000 each month.

The fee covers the veteran?s room, board and other expenses. The VA continues to provide medical care through a home-based primary care team that visits the veteran at the medical foster home.

?Twenty-seven percent of our veterans are highly service-connected and ostensibly would be able to have VA pay for their care in a VA long-term care facility,? said Dan Goedken, Medical Foster Home national program coordinator. ?Instead they choose to use their financial resources and pay for their care at a medical foster home. That?s a pretty significant percentage, and underscores the Veteran?s choice for MFH.?

It turns out that in-home care veterans in the MFH program have experienced improved health, according to the VA. The number of days they spend in the hospital is cut in half and the number of nursing home days is reduced by 70 to 80 percent. This also benefits the VA because total VA healthcare costs decrease by 24 percent.

Australian tycoon turns to China for Titanic dream

COOLUM, Australia (Reuters) - Australian mining magnate Clive Palmer has a vision of the future and it's made in China.

Palmer, a law school dropout, has based much of his fortune on selling minerals to China. Now backed by his faith in the fast-growing Asian economy, he wants a Chinese shipyard to build his dream project -- a replica almost down to the tee of the Titanic.

A fleet of luxury Bentley cars shuttled journalists off his private jet last week to hear plans for the ship at his golf resort on a pristine stretch of Australian coastline.

Handing out reproductions of blue floral dinner plates lost with the Titanic 100 years ago, the wise-cracking, self-made billionaire sought to fuel interest in the project, which has been met with skepticism by some in the media.

Palmer dreams of cruising into New York Harbor on Titanic II flanked at the wheel by Hollywood stars, Chinese Communist Party leaders he has befriended, and descendants of the original passengers. A Chinese navy escort, as well as ones from the U.S. and British fleets, would be there too, he says.

"Why not build the Titanic?" questioned Palmer, who made his fortune in real estate and by selling mineral rights in Australia to Chinese investors. "I'm 58 and I've got the money and I don't care what it costs."

The original Titanic, the largest liner in the world when it was launched and dubbed "virtually unsinkable", sank en route to New York after hitting an iceberg in April, 1912, killing 1,517 passengers and crew.

"I'm not saying he won't do it, but all I've seen so far are the plates," said James McCullough, a columnist for the Brisbane Courier Mail who has been following Palmer for years.

Palmer said his shipping company, Blue Star Line Pty Ltd, had reached a "memorandum of understanding" with Chinese shipbuilder SinoTrans to build Titanic II. The original ship was operated by the White Star Line.

The new ship will have the same dimension as the old version with 840 rooms and nine decks, he said. But would have extra safety features including modern life boats and better stability.

"If you book on third class you can share a bathroom, sit down at a long table for dinner every night, have some Irish stew and a jig in the night," added Palmer.

WORKERS DESERVE A MERCEDES

If all goes to plan, Titanic II is scheduled make its maiden voyage from Southampton, England, to Manhattan in four years, according to Palmer. "The big difference, is our ship won't sink and will end up making money as a commercial enterprise."

State-run SinoTrans is also building Palmer a half-dozen shipping freighters capable of navigating the Panama Canal in search of nickel ores to feed a refinery he runs in Australia.

Like his Titanic plans, skepticism dogged Palmer's purchase of the loss-making QNI nickel refinery after the mining behemoth BHP Billiton said it could no longer make money.

The following Christmas, Palmer presented 55 of the refinery's workers with a Mercedes Benz car and gave away 700 holidays to Fiji to celebrate a bumper year of profitability.

"Everyone who works hard deserves something nice," he said.

Palmer made his first fortune in his mid-20s by selling Miami-style beach property in Australia's Queensland state, which is roughly the size of Alaska but with 7,000 km of mostly tropical coastline.

Next, he galloped into natural resources just in time to catch Australia's latest mining boom, fueled by China's appetite for imported minerals to power its modern-day industrial revolution.

Several deals to sell iron ore and coal to Chinese state-owned enterprises propelled Palmer close to the top of a growing legion of super-rich Australian mining magnates.

DOUBT HIM AT YOUR PERIL

"If you doubt what this man can do you do so at your own peril," said Ian Ferguson, a 60-year-old property investor who gave Palmer his first job in 1976 and now runs the nickel refinery.

"I told Clive I had no experience running a refinery," Ferguson added. "But he said 'You've got good people and marketing skills, so get in there,' and I did."

Though happy to acknowledge his wealth, Palmer refuses to say just how rich he is and outside estimates vary widely.

"Let's just say I'm not exactly calling up my bank needing a rise in my credit card limit," he said.

Forbes puts his wealth at $795 million. BRW magazine, an Australian monthly, says he's worth A$3.85 billion ($4 billion).

He has a passion for vintage cars owning more than 80 and recently dispatched buyers to snatch up even more at a European auction ahead of the opening of a planned museum.

To the horror of conservationists, he wants to turn untouched beachfront near his resort into a theme park with life-sized dinosaurs and high-rise accommodation. A jumbo jet would circle Australia daily picking up and dropping off guests.

As the mining boom unfolded, Palmer formed a firm called China First to sell millions of tons of coal a year to Chinese power stations -- once he can work out how to cart the coal 500 km (300 miles) to his waiting freighters without drawing the wrath of environmentalists.

Never mind, too, the world now has a glut of coal that is forcing other Australian collieries to close: "It's not about the price for coal. Our partners are about getting the coal because they need the heat," said Palmer.

CASHING IN ON CHINA

By imposing taxes on mining and vetoing foreign investors, often Chinese, Palmer is concerned Australia's politicians underestimate the importance of forging bonds with an economy whose star is rising while the fortunes of traditional trading stalwarts in Europe and the United States fade.

But Palmer recently dropped plans to run for public office after being at loggerheads with leaders from both major Australian parties.

He has, among other things, engaged in a slanging match with Treasurer Wayne Swan and the country's soccer administration, as well as publicly accusing Greenpeace of being funded by an arm of the U.S. Central Intelligence Agency. The environmental group called the allegation ludicrous.

The son of an Australian silent filmmaker and radio entrepreneur who took his family on a trip to China in 1962, Palmer likes to titillate audiences with stories of meeting the last emperor of China, Pu Yi, and says as a boy he bounced on the knee of Mao Zedong. His claims could not be independently verified.

He admires China for its social and economic headway and considers the Communist nation's government "one of the most democratic institutions" at heart.

A quarter-century after acquiring rights to thousands of acres of abandoned mine exploration ground in the Australian outback for a song, Palmer is ready to cash in again thanks to the Chinese.

By November, Citi Pacific, one of China's biggest steel companies, is due to start paying royalties that could top $500 million a year.

"We have the natural resources here in Australia that China so desperately needs to fulfill its destiny," he says.

(AP) ? Firefighters in Northern California on Monday struggled to gain control of a growing wildfire that has destroyed at least seven homes and forced thousands of rural residents to evacuate.

The blaze that started Saturday has consumed more than 23 square miles near the towns of Manton, Shingletown and Viola near the border of Tehama and Shasta counties. It was only about 5 percent contained, according to the California Department of Forestry and Fire Protection.

The Ponderosa fire threatens at least 3,000 homes and more than 300 other structures, said fire spokesman Daniel Berlant.

More than 1,200 firefighters are battling the wildfire burning in rugged, densely forested terrain about 170 miles north of Sacramento. It started after the area was hit by a series of lightning strikes.

The fire forced the closure of Highway 44 and some local roads and prompted the sheriff to declare a State of Emergency for Shasta County. The Red Cross set up an evacuation center in Redding.

John Cluff, 42, told the Redding Searchlight that he was forced to flee his home before the evacuations were issued. He went back for his dog about 3:30 p.m.

"The fire basically chased me out of the property," he said. "All I could see was black smoke and flames."

The Ponderosa fire is one of many wildfires burning across California and the West.

In Mendocino County, another wildfire that started Saturday has consumed about 8 square miles near Covelo. That blaze, which was sparked by lightning, was burning in a remote area of thick timber and rugged terrain, making it difficult for fire crews to access.

Meanwhile, a massive wildfire that has been burning in the Plumas National Forest since July 29 grew larger over the weekend as strong winds pushed the flames past fire lines on its northeast edge.

The blaze, about 120 miles north of Sacramento, has consumed more than 73 square miles and continued to threaten about 900 homes. The fire was 32 percent contained Monday.

Also in California, a wildfire in Lassen Volcanic National Park was 51 percent contained after consuming more than 43 square miles. Officials expected firefighters would have the blaze contained by Tuesday.

Amazon Announces A New Dirt Cheap Cloud For - Business Insider

Amazon has expanded its cloud offerings once again -- this time offering to store a company's data for the low price of 1 penny per gigabyte per month.

The new service is called Amazon Glacier and it's intended for backup and archival data. The kind of data a company needs to keep but doesn't have to access very often. This is stuff like e-mails, videos and other records that a company must hang on to for years to comply with various laws and regulations.

Enterprises typically pay quite a bit of money for off site archiving from companies like SunGard because they have to store an awful lot of data. Amazon thinks its new Glacier service will be "disruptive" to this, because there's no upfront contract or fees, the company said when announcing the service. You pay only for what you use.

Although it's a nice price, man enterprises will probably not move their data out of whatever service they use now to use Glacier. Archiving and storage is complicated business. It can be a real challenge to find one tidbit of needed information in a mountain of it if, say, a company gets sued or audited. So it's not always just about finding the lowest-cost service.

But it makes a lot of sense for Web companies using other Amazon Web Services especially Amazon's online storage cloud, S3. That's because its easy to move data from S3 into Glacier, Amazon says. And in the next stage -- coming in a couple of months -- companies will be able to automatically move data from S3 to Glacier based on policies, says Amazon CTO Werner Vogels on his blog.

That's the point of this dirt cheap service. To get more people on AWS, which Amazon makes money on.?

Dinner on the patio with corn on the cob and BBQ pork chops and some veggies! The electrician was coming to work on the other patio but he cant make it until next week. I was hoping to get it all done by today but we will have to wait until next week. More than 20 killed in Venezuela prison clashes

More than 20 people died in clashes between armed gangs at a Venezuelan prison over the weekend, a government official was quoted as saying on Monday.?

Prisons Minister Iris Varela said on state television that "more than 20" had died in the Yare I prison in the coastal state of Miranda, including family members who had been visiting when the violence broke out on Sunday, El Economista reported. (Link to story in Spanish)



Most of the dead, however, were members of two groups that are "heavily armed inside the prison," the minister was quoted as saying.

Those behind the killings will be "made to answer" for their actions, Varela said, according to the BBC.

AFP quoted the Venezuelan Prison Observatory, a non-governmental group, as saying that more than 300 inmates have been killed in the country's prisons since the start of the year. More than 500 died in 2011, the BBC reported, citing the Inter-American Commission on Human Rights.

While I don?t want to be in another relationship anytime soon, I would like to see where things might go with one or two guys. Is it a bad idea to start seeing guy friends, especially if I don?t intend on making a commitment right now? Should I stick with strangers?

Dear Feelin? Flirty,

I think the answer to this is a bit mixed from my end.?I want to say maybe you should do this, but I also want to tell you to never, ever do this.

I will start by saying that there is no case, in the history of time and male-female relationships, where a ?friendship with benefits has ever been completely benign and innocent ? where no one got hurt, jealous, confused, or heartbroken. There are, some cases where people eventually get over that hurt and confusion and move on to continue as friends ? but the heartbreak and jealousy do still occur. It?s only the least needy and attached types among us that can achieve this balance, and still only after a bit of hurt and pain first.

I stress that this is something to know and be aware of so you don?t go blindly into something that could end up hurting not just you but someone you care about as well.

That being said, there are some situations in which I think you should do it:

1. If he?s more of an acquaintance than a good friend.

The damage caused from a ?with-benefits? friendship might not really matter to the future of your relationship if the friendship is relatively surface-level and not the lifelong type. Meaning: if you don?t care more about staying friends with him than you do about the possibility of getting down and dirty ? then by all means, give it a whirl!

2. If the flirtation coming from your guy friend seems relaxed and confident.

What you really don?t want is a guy friend who has been secretly in love with you while you were in your relationship and is now looking to take things to the next emotional level ? while you are really just looking to explore your options, flirt, and have fun with your newfound freedom. This is a disaster waiting to happen.

3. If the conversation is open.

Open communication ? to a level where you can be extremely honest (and kind) with each other about your boundaries, expectations, and current desires for committed relationships ? has got to be there. If you can?t talk honestly (that being the key word) about what you really want, it will NOT work. If one of you is fibbing, at any time, to spare the other?s feelings, you will undoubtedly end up hurting each other more in the long run. So make sure you can have a conversation about what it is you?re really doing. (Are you sleeping with other people? Are you exclusive when it comes to sex but have no responsibility to each other besides that? Etc, etc.)

4. If he is just so damn good looking that none of the above matters??

?then who cares?! Live out your fantasy, woman!

If you can check all of the boxes above (except maybe #4), you may be able to have a healthy, honest, and fun friendship with benefits.?If you are feeling like you probably cannot do that, then stopping that friendship from quickly turning into a full-blown relationship will be tough. And I think, from the phrasing in your question, that?s probably something you don?t want right now.

I am wholeheartedly on board with dating as much as possible after a serious and long-term relationship.?The women who seem the most lost on the journey to finding their true selves are the ones who consistently bounce from boyfriend to boyfriend and never take a pause to reflect on who THEY are when there is no one else standing next to them.

So, if you can make it work, go for it! But if you think that maybe there?s a chance this could go terribly wrong?trust your gut and stick to a strictly platonic co-existence.

You don?t want to end up singing this at the top of your lungs while crying on the side of the road in your car.

1,000 Earthquakes Rattle Arizona in 3 Years

Arizona: the land of a thousand quakes?

From 2006 through 2009, nearly 1,000 earthquakes rattled Arizona, showing the state is more seismically active than thought, according to a new study based on the readings of an array of seismometers installed by Arizona State University researchers.

The array provided the first opportunity to study seismicity on a statewide scale, according to a university statement.

Most of the quakes were small: Ninety-one percent were magnitude 2 or smaller, which aren't usually felt by humans. But they're still important to catch because geologists use them to map otherwise hidden faults beneath the surface. These "micro-quakes " also may signal an area is likely to produce a larger temblor.

"It is significant that we found events in areas where none had been detected before, but not necessarily surprising given the fact that many parts of the state had never been sampled by seismometers," ?study author Jeffrey Lockridge, a graduate student, said in a statement. "I expected to find some earthquakes outside of north-central Arizona, where the most and largest events had previously been recorded, just not quite so many in other areas of the state."

Arizona isn't known for large earthquakes. The largest ones recently were a pair, ?magnitude 4.9 and 5.3, that occurred in 1993 in the Cataract Creek area outside of Flagstaff.

The new earthquake measurements are detailed in the August issue of the Bulletin of the Seismological Society of America.

Standard Chartered to pay $340M over Iran dealings

Standard Chartered will pay a civil penalty of $340 million to the NY State Department of Financial Services, reports CNBC's Kayla Tausche. CNBC's John Carney and Bob Pisani, provide perspective.

(Updated 7:51 p.m. Eastern) NEW YORK --?Standard Chartered Plc will pay $340 million to New York's bank regulator over transactions linked to Iran, in a speedily arranged deal likely to cheer its shareholders.

The deal with New York Superintendent of Financial Services Benjamin Lawsky still left the British bank facing a separate probe of Iran-linked transactions by other U.S. authorities.

The deal on Tuesday capped a week of transatlantic tension and a furor over why a state agency had upstaged the other authorities.

The resolution also averted a hearing on Wednesday at which the bank had been called to demonstrate why its license to do business in New York should not be revoked.

Ian Gordon, an analyst at Investec Securities in London, said that the risk of further regulatory costs "appear sufficiently contained" to allow the bank's shares to build on a rally from their lows after Lawsky brought his case last week.

"Standard Chartered's management team have conducted themselves admirably in the face of extreme provocation," Gordon said.

The bank's shares rose 2.74 percent to close at 1,370 pence on Tuesday, before Lawsky's announcement.

Lawsky on August 6 called Standard Chartered a "rogue institution" that had broken U.S. sanctions on Iran, saying it hid Iran-linked transactions with a total value of $250 billion from regulators.

Lawsky's order came like a bolt from the blue, the bank said, hitting its share price and bringing top executives hurrying back to London from vacation. Bank of England Governor Mervyn King said that Lawsky was out of step with other U.S. authorities. And Standard Chartered Chief Executive Peter Sands strongly denied the allegations, saying illegal transactions totaled less than $14 million.

In his announcement on Tuesday, Lawsky said the bank had "agreed that the conduct at issue involved transactions of at least $250 billion." But he gave no details on what protections the deal gave Standard Chartered. (http://link.reuters.com/faq99s)

Standard Chartered confirmed that the two sides had reached an agreement, including the payment of $340 million, and said detailed terms would be concluded soon.

"It was a pragmatic decision in the best interest of shareholders and customers," a spokesman for the bank said.

In addition to the civil penalty, Lawsky said the bank agreed to an outside monitor for at least two years to check on controls on money-laundering at its New York branch.

Lawsky's aggressive stance heightened his public profile just months after the Department of Financial Services, the agency he heads, was created out of the state's banking and insurance regulators.

Within minutes of the announcement, New York Governor Andrew Cuomo lauded the "effectiveness and leadership" of the new agency.

"New York needed a tough and fair regulator for the banking and insurance industries to protect consumers and investors," Cuomo said.

But Lawsky has also drawn fire by jumping ahead of a two-year probe into Standard Chartered by the U.S. Treasury, the Federal Reserve, the Justice Department, and New York prosecutors.

"It's very unfortunate this wasn't done as a global state and federal settlement," said Ed Wilson, a former senior attorney at the U.S. Treasury Department.

As negotiations with Lawsky progressed last week and this week, the bank held separate talks with other authorities. It had hoped to land a deal on both fronts, but Lawsky's solo announcement Tuesday made clear that had not happened.

Underscoring a continuing divide with Lawsky, the other authorities issued short statements saying they would continue to work together.

"Treasury will continue working with our state and federal partners to hold Standard Chartered accountable for any sanctionable activity that may have occurred," the Treasury Department said.

The U.S. Federal Reserve said it "continues to work with the other agencies on a comprehensive resolution."

The Justice Department defended its record in fighting money laundering and said it was working with its regulatory and other partners "to determine what actions might be appropriate in this matter."

The Manhattan district attorney's office also said it would continue to work with its partners on sanctions violations.

Jimmy Gurule, a former undersecretary for enforcement at the Treasury Department who is now a law professor at Notre Dame, said Lawsky may have acted out of frustration that federal regulators were moving too slowly.

"I think, in part, there was probably some exasperation, some frustration on the part of the New York state regulators of federal regulators," Gurule said.

In the end, Lawsky's office won a settlement that was on par with fines paid by a handful of other banks that had improperly done business with sanctioned states such as Iran and Cuba. In 2010, Barclays Plc paid $298 million to settle a joint probe with federal and New York authorities.

Lloyds Banking Group and Credit Suisse Group have previously agreed to pay settlements of $350 million and $536 million, respectively. ING Bank NV paid a settlement of $619 million. HSBC Holdings Plc currently is under investigation by U.S. law enforcement, according to bank regulatory filings.?

Surge in Tibetan self-immolations challenges Chinese rule-rights group

BEIJING (Reuters) - As many as five Tibetans set themselves ablaze in China in the past week to protest Chinese rule over Tibet, a U.S. broadcaster said, a surge highlighted by a rights group as a sustained campaign against Beijing's grip on religious freedom.

Two self-immolations on Monday in the Aba prefecture, a mountainous and mainly ethnic Tibetan part of Sichuan province, were followed by at least one clash between police and ethnic Tibetans that left one protester dead, Radio Free Asia said.

Lungtok, a monk from the restive Kirti monastery in Aba, and Tashi, believed to be a layman, set themselves ablaze on Monday "to highlight their opposition to Chinese rule in Tibetan-populated areas", Radio Free Asia reported, saying three other Tibetans have died in self-immolations in the past week in China.

Many Tibetans have called for Beijing to allow the return of the Dalai Lama, their self-exiled Buddhist leader. China has branded the self-immolators "terrorists" and criminals and has blamed the Dalai Lama, for inciting them.

Calls to the Aba prefecture office were not answered.

Phelim Kine, senior Asia researcher for New York-based Human Rights Watch, said the frequency of the Tibetan self-immolations is "a reflection of the ever-deepening frustration and despair" that many Tibetans feel about hopes for reform and protection for their culture, religion and language.

China has ruled Tibet since 1950, when Communist troops marched in and announced its "peaceful liberation". Beijing insists Chinese rule has brought development and prosperity and denies trampling on Tibetan rights.

Obama holds private DC fundraiser

(AP) ? President Barack Obama is holding a private fundraiser at a hotel near the White House to bolster his re-election effort.

The Obama campaign says the fundraiser at the W Hotel is with about 20 supporters paying $40,000 a person to attend. The campaign said the president was also giving a campaign update to 25 supporters before the fundraiser.

The money will benefit the Obama Victory Fund, a joint fundraising committee of the Obama campaign, the Democratic National Committee and several state Democratic parties. Both events were closed to reporters.

Obama has trailed Republican candidate Mitt Romney in fundraising during the past three months. Obama and the DNC raised $75 million in July, well below the $101 million that Romney and the Republican National Committee raised during the month.
